The Management Level Course (MLC) for marine deck officers is essentially a compliance to the requirements of regulation II/2 of the STCW Convention which, among others, requires that every candidate for certification to the management level responsibility shall have completed an approved education and training.
This course is also aimed to replace the existing interim arrangement for the approved education and training, which end 1 February 2006, including the abridged IMO Model Course 7.01 earlier adopted as the approved course.
In considering the peculiarity of the Philippine system of maritime education and training, which requires a baccalaureate degree for certification to the operational level responsibility, and the cognate needs of International shipping, the Maritime Training Council (MTC) decided to have a Management Level Course prepared which should be reflective not only of promoting sea safety and environmental protective but also serving the needs of shipping for global economic development.
In order to carry out the review and revision of the structure of the existing Management Level Course, an ad hoc technical working group (TWG) was created by the MTC. Representatives from government and the private sector in the maritime field were designated as members of the TWG.
In the preparation of the courses, the IMO Model Course 7.01 was used as a guide and some of its texts were adopted to form part of the course program.
Some of the significant adjustments made from the model course are: shortened the time duration of the different functions, deleted some items considered redundant and the introduction of some topics in shipping business.
